Carson Thrasher Transmission Lines
Baltimore-Washington Parkway
Williamsburg Environmental Group, Inc. (WEG) is providing full-service environmental consulting services to Dominion Virginia Power as part of the proposed Carson to Thrasher aerial transmission line project in southeastern Virginia. The project will ultimately include the construction of a 60.3 mile 500kV transmisison line from the Carson substation in Dinwiddie County to the Suffolk substation in the City of Suffolk, as well as a 21.5 mile upgrade to a 230kV transmission line from the Suffolk substation to the Thrasher substation in the City of Chesapeake, Virginia. The width of the proposed right-of-way varies along the project corridor, from 150-feet to 275-feet wide. The proposed corridor generally falls between the current alignment of Route 460 and the VDOT-proposed realignment of Route 460.
Through competitive negotiations, the WEG Team is providing the necessary consulting services, project oversight, and expertise in performing numerous environmental and archaeological surveys. These studies include a delineation of waters of the U.S., including wetlands, with U.S. Army Corps of Engineers confirmation; a global positioning system (GPS) survey of the limits of wetlands and other waters of the U.S.; Phase I, II, and III Archaeological and Historic Architectural Surveys; as well as habitat studies for a variety of rare, threatened, or endangered species documented within the project vicinity. Species include the bald eagle, yellow lance mussel, eastern lampmussel, loggerhead shrike, Bachman’s sparrow, Dismal Swamp southeastern shrew, Mabee’s salamander, canebrake rattlesnake, Swainson’s warbler, and an assortment of rare plants. To further refine the results of the habitat studies, WEG also conducted species specific surveys within potential habitat areas for the barking treefrog, carpenter frog, Swainson's warbler and Bachman's sparrow. Significant coordination and discussion (public outreach) with property owners along the proposed route has been a significant factor throughout field operations in order to gain access to the project site.
WEG continues to provide regulatory support on the project throughout the entire permitting process while achieving project milestones set forth on an aggressive time schedule. This effort has involved significant coordination and negotiations between WEG, Dominion, and the various regulatory and advisory agencies.
