Stafford County has proposed to construct the 503-acre, 5.3 billion gallon Rocky Pen Run Reservoir, which will impact approximately 9.2 miles of stream and 4.0 acres of wetland resources.  As part of U.S. Army Corps of Engineers (Corps) and Virginia Department of Environmental Quality (DEQ) permit conditions, Stafford County needs to develop a Comprehensive Riverine Mitigation Plan (Plan), for which Williamsburg Environmental Group, Inc. (WEG) was selected to develop and implement.  WEG completed a comprehensive watershed field assessment in support of the Plan, including perennial flow determinations, stream habitat assessments (EPA RBP), threatened and endangered species reviews, and macroinvertebrate and fish surveys.  Because of the overall size and scale of this project, the data and maps were created and managed in a geographic information system (GIS) environment.  WEG has also identified and designed multiple water quality BMP's that will provide water quality nad quantity benefits in the sensitive headwaters of tributary streams.  WEG built concensus among the Interagency Mitigation Workgroup team members, which currently includess ten (10) local, state, and federal agencies.

The designs implement a watershed-based approach that includes stream restoration, preservation, and enhancement; water quality BMP's; integrated managment practices, stormwater management retrofits, and a major fish blockage removal.  The fish blockage removal effort, once constructed, will open nearly 15 miles of anadromous fish habitat.  The proposed cost-effective Plan serves to mitigate for proposed impacts and help restore the Claiborne Run Watershed.
