Williamsburg Environmental Group, Inc. (WEG) has been an integral member of the project team chosen by Henrico County for the design and permitting of the John Rolfe Parkway project. The project, a proposed urban minor arterial roadway, was designed to connect Ridgefield Parkway with West Broad Street (U.S. Route 250) and provide improvements to Church and Pump Roads in the western part of the county. WEG's scope of services has included the completion of the environmental resource inventory, wetland delineation, threatened and endangered species survey, coordination of the archaeological investigations, stormwater management planning, wetland mitigation, National Environmental Policy Act (NEPA) documentation, and state and federal permit compliance.
WEG delineated all wetlands within the 49-acre corridor and obtained jurisdictional confirmation through the appropriate regulating agencies. In addition, WEG completed the Phase I Environmental Site Assessment and coordinated the cultural resources inventory for the proposed roadway. A significant factor in this high-profile project was the Virginia Department of Transportation’s involvement with Henrico County in determining funding. As a result, WEG completed an Environmental Assessment for submission to the Federal Highway Administration in compliance with NEPA.
Final state and federal permits were issued in late 2007. Since then, construction has begun on the northern half of project; it is anticipated that work on the southern half will begin in early 2010. The WEG Team continues to perform all permit compliance monitoring and reporting to cover Virginia Stormwater Management Program (VSMP), Virginia Water Protection (VWP), and U.S. Army Corps of Engineers 404 permit requirements and conditions.
