Williamsburg Environmental Group, Inc. (WEG) provided full-service environmental consulting services to The Goodman Company as part of the Jefferson Commons project located in the City of Newport News, Virginia. The project included 686 linear feet (LF) of stream restoration of Lucas Creek, which lies within an approximate 200-acre, urban watershed.

Lucas Creek has been severely impacted from previous dredging and maintenance activities causing severe channel incision, dewatering of adjacent wetlands, and floodplain constrictions from spoil materials. The project implemented structural (rock toe protection, j-hooks and cross vanes) and bioengineering techniques (fascines and live stakes). WEG completed detailed hydrologic/hydraulic watershed and stream analyses in support of the restoration. Once construction was completed, all disturbed areas were seeded with a native mix and planted with various woody shrubs and trees. This project was reviewed and approved by the U.S. Army Corps of Engineers (Corps), Norfolk District and the Virginia Department of Environmental Quality (VDEQ). In fact, this project design is highlighted in the Corps’ Stream Attribute Assessment Methodology (SAAM) Instructional Manual as an example of restoring channel dimension within existing pattern and providing grade control.

WEG has completed the monitoring phase of the project, and it has been released by the Corps as a successful site. Annual monitoring activities included EPA RBP habitat and macroinvertebrate assessments, cross-section and profile surveys, vegetation surveys and appropriate photo-documentation.
