WEG founders, Ronald J. Boyd, P.E. and Michael G. Kelly, founded the company in 1990 with the goal of providing cost-effective solutions to complex environmental issues. The company has experienced continuous growth over the years and David M. Ramsey, P.W.S. was added as a principal in 2003.


Ron Boyd

Mr. Boyd is President and Co-founder of WEG, whose principal areas of specialization include water resources planning, including: water demand/supply studies; water quality impact assessments; surface and groundwater quality monitoring; hydrologic/hydraulic modeling; and stormwater management evaluations. He has been involved in a wide range of water resources investigations including: ecology creation and restoration, point and nonpoint source water quality impact assessments, floodplain evaluations, master drainage studies and stormwater management planning. Mr. Boyd has also been a leader in the planning and design of wetland mitigation and stream restoration projects for over 20 years and during this period, he has seen over 150 projects move to construction.  These projects have ranged from individual sites of less than 1 acre to large-scale mitigation banks of over 1,000 acres and have all required close coordination with state and federal environmental agencies.  Mr. Boyd has coordinated numerous environmental resource inventories and assessments involving surface and groundwater quality and quantity, soils, preservation areas, land use, and historic resources. He developed several Environmental Management Plans for golf courses incorporating Integrated Pest Management techniques and progressive stormwater management controls or Best Management Practices (BMPs).

Mr. Boyd has a B.S. degree in Meteorology from Texas A&M University and a M.S. degree in Civil/Environmental Engineering from the University of Texas at Austin. He is also a registered Professional Engineer in Virginia, Maryland, North Carolina, Delaware, West Virginia, and Texas.

Mike Kelly

Mr. Kelly is Vice President and Co-founder of WEG, whose principal areas of specialization include environmental impact assessments, wetland determinations, aquatic ecology, coordination of threatened and endangered species surveys, and regulatory support. Mr. Kelly has worked extensively on projects involving local, State, and Federal regulations in which close coordination between the client and regulatory agencies was required. In the past two decades, Mr. Kelly has worked closely with the various regulatory and advisory agencies and personnel that make up the Mitigation Banking Review Teams (MBRT) in order to gain approval of over 1,200 wetland credits/acres in at least eleven Wetland Mitigation Banks throughout Virginia.  He has managed numerous environmental assessments, which required the analysis of geology, soils, vegetation, terrestrial wildlife, aquatic ecology, and ecologically sensitive habitats for threatened and endangered species. Mr. Kelly has participated in assessments for utility companies, military installations, and large-scale developments in an effort to meet the National Environmental Policy Act (NEPA) and Coastal Zone Management (CZM) Act, as well as other Federal, State, and local ordinances.

Mr. Kelly received his B.S. in Biology from Mary Washington College and an M.S. in Oceanography/Aquatic Ecology from Old Dominion University.

Dave Ramsey

Mr. Ramsey is Principal and Senior Regulatory Specialist at WEG. His primary area of specialization is regulatory support, which incorporates his knowledge of aquatic and wetland ecology and his experience in working with Local, State, and Federal agencies. He has assessed numerous proposed construction projects' impacts on the aquatic environment, including ecology, from the perspective of an applicant and also as a regulator. Mr. Ramsey has extensive experience in all aspects of the permitting process including wetland delineations, wetland mitigation, environmental assessments, and environmental constraints analyses, as well as coordination with agencies such as the U.S. Corps of Engineers, Virginia Department of Environmental Quality, and Virginia Marine Resources Commission. Mr. Ramsey has completed the Stormwater Runoff Management Program conducted through the Virginia Soil and Water Conservation Service and the Environmental Impact Assessment and Methodology Training through the Corps of Engineers. Mr. Ramsey was also involved with the National Wetland Mitigation Banking Task Force coordinated through the Corps Institute of Water Resources. He currently manages a variety of road improvement projects and serves as the Principal-in-Charge on three (3) VDOT Statewide Open-End Contracts: Wetlands and Water Quality; Environmental Documents; and Wetland and Stream Maintenance and Monitoring and Related Services.

Mr. Ramsey received his B.S. in Environmental Science from Ferrum College and is certified as a Professional Wetland Scientist (P.W.S.) by the Society of Wetland Scientists.
