Environmental Group (WEG) provided construction monitoring services
to ensure permit compliance during construction of the Target Distribution
Center in the City of Suffolk . The Virginia Pollutant Discharge
Elimination System (VPDES) permit, required by the Department of
Environmental Quality, requires a series of regularly scheduled
inspections. Specifically, WEG inspected the 162-acre site for compliance
with the Virginia Erosion and Sediment Control requirements during
a six-month period of active site construction.

Inspections
were conducted every fourteen days and within 48 hours of any rain
event measuring one half inch in accumulation, as the permit required.
Erosion control measures throughout the site were inspected during
each site visit, and the owners and contractors were presented the
findings of each inspection. WEG provided contractor coordination
services, meeting with site contractors to ensure that all parties
were aware of deficiencies and to provide guidance on acceptable
repair methods.
